I just bought a gym equipment and after I plugged it in everytime I touch the metal part I get an electric shock. Can anyone help me out please?

How can I build more muscle in my upper body (I want to focus mostly on my arms) without any gym equipment?
I'm 13, so I'm not allowed to go to a gym.
Triceps: Diamond push ups , Dips
Biceps: Pull ups
Forearms: Grippers
